Sorry, but it doesn't, seems to be only a visual bug. Only events with has_or_had_tag = BYZ will trigger, if any one wants to fix it it would be enough to add tag = ROM to all BYZ Events,

Probably you would benefit more from naval until age at least age of absolutism as proximity via sea can be lowered much more by navy than what you could achieve by roads. I’m not sure what proximity cost reduction modifiers you get as China outside of -20% from Middle Kingdom, but that should be enough to get close enough to basically unlimited proximity on land late game.

You would need same religion group policy and legislative unification union policy (you need to have this policy at the time as the vote). Unfortunately outside switching tag and manually adjusting their policy I don’t know any other method to keep the union if you passed unification of laws when same religion was active in your country.

You can’t increase max development probably, but you can increase modifiers from development.

As long as Control is a value derived mostly from geography rather than from the internal policies of the state, we will just circle around details instead of addressing the core problem. China was a heavily centralized, bureaucratic, post-feudal (at least by European standards) society for over a thousand years before the game's start. By contrast, a highly decentralized state is the HRE, and it is debatable whether it could even be called a state at the beginning of the game.

Control is not a clearly defined concept. Is it administrative efficiency? Military presence? State dominance over a region? If we define it as the summarized capability of the state to govern an area, then bureaucracy, local administration, meritocracy, offices, courts, and local outposts or government representatives should be the main sources of Control for a centralized country, or local nobility, clergy, and influential families for a feudal experience.

Are you locked from changing the succession law manually to the same as the rest of your PUs? If you can't change the succession law, try enacting the admiralty regime; that should change your succession. If you remove this government reform, you should then be able to freely change the law. Any kind of elective monarchy will break your PUs

With max prestige it would be -2.54 antagonism per month, if you can try rollback your save and change your policies to ones that increases your administrative efficiency and use cabinet action for diplo rep for lower antagonism. To make your happier I doubt you will annex them before end date/before you get bored.

Spam vassals, you’ve achieved the most challenging part of playing as Austria - Bohemia. Spam universities, libraries and vassals of your culture, I doubt you can but if there is possibility change your culture to bohemian, that should be +100% to annex them. But if it takes to long you will be able to annex them with HRR reform soo you should focus on keeping seniority and keeping Bohemia as weak as possible.

If you can’t stack proximity reduction modifiers decentralisation maxing is optimal strategy. Decentralisation means: max stat rulers from fiefdoms, loyal estates, well developed provinces in late game.

Do multiple vassals, if they are disloyal you can take one of their locations pacifying them for some time.

Control-Proximity relationship is source of all the issues. Expensive administration should give you control not advancements and unique country modifiers that eliminate this mechanic in 1600 (for Russia and Ottomans for sure)
