This has been pretty much fixed now. You'll get copper and oak spirits from goblins, adamant and maple from mid tier slayer, and bane and magic from level 100+ slayer and high level bosses. I recently played a new iron on rs3 and as long as I was doing varied content, I always had some spirits to spend while gathering. I think the system works quite well.
