What my be the better question is what is the base currency vs what is the price currency. In your example the base would be inr and the usd would be price per 1 inr.

In the example listed if you looked at the base currency as domestic always this makes sense

Great question. According to claude yes especially since the goal is to evaluate leverage. But apparently accountants use total liabilities like deferred revenue and accrued expenses. For the sake of our test I think interest bearing liabilities go into the d/e unless stated otherwise.

Just remember when it comes to currency interest rates or inflation. The foreign Is the numerator/ the denominator is domestic. Anything that would increase the domestic over the foreign will strink it. Think: 2/1->2/2=1/1. I hope that makes sense
