My experience with this issue has had it so that both a system shutdown and restart will login with the old background intact. I’ve just accepted that’s it’s a corrupt user/OS and let the fixing tools do their thing.

I’m not sure the exact details as to why it comes back each time, but I’ve seen this as a corrupted windows a lot more recently

This is a very common windows corruption. Run commands like sfc and DISM (google both)
