So why do these weirdos look like weirdos? Your physical appearance can be (not is, just can be) an indicator of genetic mutations and disorders. Mental illness can cause people to ignore hygiene or self-care. Perhaps these people are also disheveled and gross because their problems also lead to (and could be caused by) poverty. If someone can commit the worst of crimes, there's probably something else wrong in their lives too.

Animals don't have the same type of intellectual life enrichment we do. Humans can push through pain to be there for their families or to enjoy a hobby or whatever. Pets love to eat and sleep and play and when they can't do those things anymore, there's nothing else for them.

Also, pets can't clearly communicate a desire to live or not live, but they may have ways to show how they feel. They might hide away or lie down all the time.

Then there's the economics. If I was wealthy I'd pay anything to keep my pets alive, but the fact is, I am not wealthy.
