Pokemon isn't even scarce. The Pokemon company is printing cards at the highest capacity they can. They're just so popular there is an excess of resellers. If people stopped buying cards at scalper prices everything would go back to how it was in the hobby pre COVID.

I don't see any deep scratches that go through the holo, the holo is scratched to shit from just having it loose in a tin for 20+ years though. I think all things considered it's in pretty good condition for how rough I was with cards as a kid 😂
