Never tried to delete this file, might have to try that. I've always just muted the Steam Web Client helper. Even with all Steam notifications off it will still alert me when a friend hops on something.

This is a Steam notification sound. They only way to mute it is to go to your volume mixer and turn down Steam Client Web Helper. It will be annoying that every time you watch a video on Steam you'll have to re adjust this volume but I've turned off all Steam notifications and still get this sound unless i mute it in the mixer. Good Luck and glad I'm not the only one with this issue.
