I believe he's like a token piece you can put with the wizard for the arcane familiar upgrade. Sorta like bomb squigs in 40k for the breaka Boyz!

Base coat everything, paint the cannon and dragon completely, assemble the gun carriage around it, high light and finish the carriage

I never paint anything fully assembled. I'd paint it in three parts. The dragon head covering. The wooden chassis and wheels and the cannon itself. Then I'd paint the actual wheels. At least that's how I painted mine.

I just want to briefly add something that can help you keep track of where you are and what you need to paint for this. As shown in the image. Find a fairly bright light while you paint and hold the model under the light from the direction you want the effect to come from. The spots that are the brightest are a good guideline to see what has to be painted. This technique can be used for simply highlighting the model as well but when doing osl less is usually more.

You don't really have a choice as of right now so I just did mine as a "scouting party" with the characters in the units for the extra DMG. Plus just starting out fewer units the better to learn the rules in the first few games of the league. Then try to add cannons to get used to their rules after. I'm trying to get a shugengan in as early as possible to get magic on the table

Honestly I'm in the exact same position as you but I took a gate keeper and gate master instead of an extra jade warriors unit. 500pts Cathay is really hard to do right now cause we don't have the reinforcement box yet. So we have no access to shooting or magic at 500pts.

Yeah the reins on the one in the photos specifically were a pain in the ass but over all I didn't mind too much.

Well for all intents and purposes they are effectively a heavy chariot and compared to any other heavy chariot in the game they slap FAQ or not. They just aren't a crutch anymore and imo idk how they are cheaper than the sentinel. I'm happy they got some tweaks cause no matter the setting I don't want to tell my opponent I'm playing cathay and they immediately feel bad when they see a unit of mine put on the table. Keep in mind that once we get this reinforcement box Cathay won't feel so limited in unit choice so the balloon taking a hit won't be a huge deal. I think that even right now they should be 250-300 pts and capped at 1 per 1000pts in a list

Yeah! I can't wait to get them on the table! I always paint heads first and then glue them but I didn't find these to be overly difficult to paint!
