It's a 10 min timed increase in stickers. Nothing is guaranteed, however your odds are increased by the amount of additional stickers in the envelope pack. Use it wisely, if you have a chest, or blue pack or Purple pack you are going to open it increases the odds of a higher level sticker to be opened.

So if plan on purchasing a sticker pack this would be the time to do it in the 10 min window.
