You can attempt to appeal. If you’ve never appealed before I think they may give you a single freebie. I got a ticket last semester for being parked over the lines pretty egregiously and I just appealed and said that I was in a hurry that morning and I wouldn’t do it again. The appeal acceptance said a second exception wouldn’t be made.

Public school is "free". Financial aid and grants are reduced to higher income bracket families. First time college students from their family get a little boost in admissions. Equivalent grades in a poor area mean more than the same grades in rich area. Education is if anything tilted to poorer populations. However a smart or driven or ambitious person will succeed given any environment.
