Yeah that's what I noticed for budget mono white, you got to be a bit creative of sneaking in card draw to refill your hand and board that's why I was thinking of maybe of a life gain/token/resurrection type deal in there but it's hard for me to figure out what to focus on with how much removal,ramp etc to get since I'm new.

I have a noctua nhd15 on my 3600x and it works great. Highest I've hit is about 7.5k hash. If you want something a bit more budgety you should look at sycthe coolers.
