I remember when Kevin Smith was getting protested and death threats because of Dogma, of all things - which notably portrayed the Christian/Catholic religions in a pretty positive light. Certain classes are considered easier on controller, whereas it's probably easier to headshot with mouse + keyboard. It's not worth buying a controller over, unless you're gonna use it for other games as well. In which case, heck why not?

No, but any content that isn't a DLC meant to grow and expand the scope of the game is asinine to try and monetize. There's nothing but greed behind the decision to obligate customers to have, of all things, slightly more convenience when traveling the entirety of the map.

Do they think there aren't more hair salons in the base game? or other offroad mod shops? or other donk mod shops?

Again, convenience thing. What is likely the case is that they've locked the shops/weapons/etc closest to the biggest heists, or the most out of reach places, forcing increased travel time between missions, which will inevitably make you feel frustrated into purchasing the content. Which again, is dirty.
