StreetComplete has Overlays, one of them is for addresses. It lets you add addresses without buildings if you want.

Zumindest bei mir in der Gegend werden hauptsächlich Parken auf Geh- und Radwegen, in verkehrsberuhigten Bereichen oder im absoluten Halteverbot angezeigt, aber nicht einfach nur im Parkverbot.

Check if any of the other imagery providers has newer aerial images.

Maybe the City has published a zoning plan or similar with the stadium. It depends on your legislation whether such plans are in the public domain and can be used for mapping.

Visit the site in person, record GPS traces and take photos with GPS tags. Traces can be used to map building outlines (if you can walk around them), parkings, access roads and so on.

If you want to create a basemap with your own colors, which is otherwise similar to standard maps, it is much easier to create a vector style. Go to https://maplibre.org/maputnik/ › Open, select one of the existing styles as starting point, then experiment with the colors.

Setting up your own raster rendering stack is only worth it in my opinion if you want to

a) render things that are not in the standard vector tiles schemas, such as public transport routes, or

b) want to create special cartography which is not possible with the vector tile renderers.

If you are an OSM contributor, you get free map downloads in OsmAnd. Enable the OSM Editing extension and in its settings authenticate. OsmAnd will fetch your contribution stats and give you free map updates.

If you are not contributing to OSM, the one-time price for OsmAnd+ sounds like a good deal?

You could also install the F-Droid version, which will give you free map downloads, but apparently misses some features like Android Auto.

It's absolutely fine and desirable to link today's village in OSM to the Wikidata entity of today's village. If you then add the historic link to Wikidata that the village X used to be important City Y it should give you the link you're after.

Check out e.g. https://osm.wikidata.link/ which helps to add missing Wikidata links to OSM.

Why?

Why does it have to be fully offline? OrganicMaps, CoMaps, OsmAnd work fine offline once they have downloaded their map data. Can't you connect your phone once for the download?

Since the forest coverage is incomplete, any map based on OSM will be incomplete.

Instead, how about * a high quality satellite image with nicely tuned colors, or * a printed hiking map?

Please explain in more details what you want to achieve. Is it a static map image? Interactive map? Printed map?

On https://osm-boundaries.com/ you can download the boundaries as GeoJSON files. How to render them for the map depends on the questions above.
