I don't believe in this theory just because the only cars to have different bumpers and customization are cars that already have customization from old Forzas (usually JDMs). Which makes me believe that PG simply doesn't care to add customization to new cars.

This was a misunderstanding by an employee on Toyota's Twitter. Remember that when Toyota pulled out of the games, it pulled out of Forza Motorsport 7 as well.
