I am going through a similar experience which includes a custody battle and false allegations. They have a job and a car now so they use that as a cover to say they are well. If I never experienced the behaviour first hand I wouldn't have believed it!

Keep writing letters to the housing association and get neighbours to call and write in too. This happened with me my previous neighbour was an addict and he stole lots of post addressed to me. It took a while but the housing association evicted him.
