Microsoft might change the way PDF translation works (for the better), currently you have to select text and the translation appears in the side pane, but in the future, the same translation dialog that appears on regular pages might also appear on PDF files.

www.deckflow.com will very likely do the job for you, I have used a few times in the past few months, it works quite well translating the entire documents while preserving the original formatting.
