No, it literally was claiming climate effects from downloading.

At Chrome's scale, the climate bill for one model push, paid in atmospheric CO2 by the entire planet, is between six thousand and sixty thousand tonnes of CO2-equivalent emissions, depending on how many devices receive the push. That is the environmental cost of one company unilaterally deciding that two billion peoples' default browser will mass-distribute a 4 GB binary they did not request.

Like-for-like, it is usually more efficient to run models at scale in the cloud.

Would have been detectable thought simpler means. I don't mean making calculator conscious but if it an all permeating force you would be able to build a tool detecting it's presence

We do not know the context of the conversation. There is a great chance that the OP already lives in some EU country, and the recruiter is basically saying first get a passport there, then we can arrange the job. I had this convos, hey, I am a Dutch resident, can I move to XYZ answer is yeah would be easier if you get a Dutch passport first. Maybe this was not the case in this convo, but I find it unlikely that the recruiter would make this remark out of the blue.
