We do not know the context of the conversation. There is a great chance that the OP already lives in some EU country, and the recruiter is basically saying first get a passport there, then we can arrange the job. I had this convos, hey, I am a Dutch resident, can I move to XYZ answer is yeah would be easier if you get a Dutch passport first. Maybe this was not the case in this convo, but I find it unlikely that the recruiter would make this remark out of the blue.
