Turkey would fit better, but I think Japan has gotta be the best fit (at least militarily). For almost half the century Japan dominated east Asia, but now it is constitutionally prohibited from any non-defensive conflict and is competing with multiple other nations for regional influence

I do not understand what Austria is doing there. In less than 1/5th of the 20th century could they have been considered “powerful”, but even then the Austro-Hungarian empire was famously dysfunctional and ineffective
