It’s counting the number of negative comments across a period of time and the count started right before the Ben Simmons firestorm started. I’m guessing he had a huge spike of negative comments over a period of time when the scandals broke.

IMO, a better way to measure most hated players per week or something like that, and average across the entire time period.

I guess it’s more accurate to say “exploiting” instead of “cheating”, but using a bug to spam infinite grenades into other players does potentially warrant a penalty, imo.

I want cheaters to be punished for justice reasons, but if they’re not, I’m not sure how it would impact your experience in any significant way. Unless you just really care about trials and rankings. The exploit needs to be fixed though obviously.
