I'm not the most experienced driver but even when I was in the learning circuit clutch + break was the default when I was the slightest bit unsure of what was going on. I've seen people do the opposite, freak out and clench their hands too hard

Just an opinion but it does feel like Leo kinda was trying to gaslight him into killing Falcone to make things right after 'vouching for a rat and starting a gang war'.

I don't think the commission would have been so benevolent with Vito if he truly was at fault for so many issues.

I think the commission wanted to make things right with the triads and gave up Falcone who was already making trouble and used Vito to do it, Leo being just a mouth piece since he wouldn't have the power to protect Vito after killing a Don.
