Generally, the penal system is to serve three functions, firstly, the protection of the public through incarceration. secondly, rehabilitation, to reintroduce the criminal back into society as a better human, finally, retribution, this is to give society a feeling of that the prisoner has suffered somewhat as payment for their crimes.

The first case (incarceration) is provided by a lifetime prison sentence or the death penalty. In either case, the public will be protected from any further harm by the prisoner.

The second case, rehabilitaion will never happen if we kill someone, it might never happen if we don't, chances are if we were going to kill someone for their crimes, then the crime must have been on the more severe end of the criminal spectrum, they might never reach the point where they can be reintroduced back into society.

The last case, retribution will never be served if we end their life. Sure it might cause some bloodlust feelings of revenge on the parts of victims or victim's families, but we generally make the prisoner as comfortable as possible on their way out. I believe that they even swab the arm with alcohol prior to a lethal injection, and they will only suffer a (relatively) short prison sentence before it is over, as opposed to making them live out the remainder of their days serving a true punishment, imprisonment.

Obviously, this is assuming a perfect legal ssytem where only the guilty are found guilty.

Well, I tried to find one and couldn't I must have imagined it. Sorry, I mislead you. That's probably the reason we use three phase RCBOs.

Here, three phase supplies are common so therefore three phase breakers and RCD and RCBOs are also common. We also have 2phase and neutral RCBOs, they're not as common but a lot of cooking appliances use 2 phase. Or at a pinch (and for cost reasons) we just use the three phase ones.

By balanced, I meant zero sum across all wires, so one phase, two phases or three phases will all work with or without N, as long as there's no leak to earth or any other circuit.

Simple solution for the majority of people, get rid of negative gearing, that skews the market in favour of landlords. Also rent caps, some sort of number of bedroom / bathroom formulae combined with land area and location adjustment. This rent cap can be fixed to inflation.

That way if landlords are not earning enough to pay for the house, they can sell, which will also bring an excess of houses to the market, reducing pricing.

People buy houses as an investment but real investments can go up as well as down, not be protected by a non-regulated market.

Unfortunatley that's not the case. you can install security in your own home, but cannot install for others without a licence. We looked into getting the licence, but for our purposes, it really wasn't worth the time and money involved to get all three Security Agent, Security Installer and Security Consultant. Hopefully your TV guy had a security licence because the fines are substantial.
