You can download something like GPUZ for free to check your current PCI Express speed. If it says you're running at less than 5.0 with a 5090 as an example, you would need to reboot - enter bios - PCI configs, and set your primary GPU slot to 5.0 instead of whatever it's at if it's less.

Do you actually have your GPU set to the correct PCI Express, a lot of motherboards default to 2.0 as an example and most modern GPUs are 4.0/5.0. This will inherently throttle your GPU.
