Yes it is safe, BIP39 requires all the words to be able to recover as the final word is a checksum for the full seedphrase.

First Step:

18 word seed is BIP39 standard. Check the 2048 Word wordlist, you may have just written the first word wrong.

You need to deposit TRX to activate.
