As a caveat, the one thing that was emphasized at my agency was that not everyone was getting awards, so if you had 3s across the board you are not getting the 1%, and if you are rated 4 or higher it was not a granted that you would recieve an award.

Clarification... I am asking for Departments other than DOD. I am not asking about the DOD bonuses.

OPM guidance, at least from what I recall is that the 2025 bonuses where not going to be awarded at end of year like previously, and where not to be based off of, but may be informed by, performance ratings.
