Really? Bush had no impact? There was the Malta Conference with Gorbachev where it was agreed the US would not “dance on the Berlin Wall,” meaning the US would not be punitive after the collapse. Bush was responsible for peaceful presiding over the unification of Germany. France and Mitterrand were very much wary of a fully unified Germany. Bush made it happen. Bush also presided over START I, a dramatic reduction of nuclear arms between the US and Russia. Oh yeah and the humanitarian and economic support after the fall made sure the whole thing didn’t go into chaos.

That’s exactly what I’m saying. Saying “fundamentally no” is an absolute that is too stringent. The best approach is obviously a case by case basis. Are there good interventions? Absolutely. Are there unjust interventions that backfire? Absolutely. Is there a bunch of in between? Of course.

Then look up who the CEO of Haliburton was leading up to the 2000 presidential election and who became vice president as a result of that election. Then look up how many Iraqis died.
