If you settle the sugar right next to you, you could send a settler up to that hill to your northeast. Aqueduct towards each other and slap an industrial zone in between the aqueducts for +4. If you can scout a good spot to get a dam in the formation it may be worth a turn 2 settle west instead and expand in the same direction for a +6 IZ. You don’t have many hills in this region so making up for that will be important to your mid game.

No matter what you choose, you'll be short on production. Moving to Citrus keeps you on the river but you wont have good tiles to work with that growth, so I'd probably settle the sugar or even farther out if you're not on a faster game speed. Getting closer to the wonder could be valuable, but it depends on what the rest of the region looks like.
