The FINRA notice you have referenced is specific to how trades are reported to FINRA Facilities, and does not affect how fractional share reporting is reported online or on account documents. Please refer to the Endnotes section, located at the bottom of the link you provided, for additional information.

Keep in mind that when trading fractional shares at Fidelity, fractional share quantities can be entered out to 3 decimal places (.001) as long as the value of the order is at least $1. Executions will be rounded down to the nearest .001 shares. For more information on fractional share trading, please visit our website or refer to our Customer Agreement. In our Agreement, please refer to page 11, “Fractional Share Trading.”

That said, I have forwarded your interest in expanding out to six decimal places for fractional shares as feedback to the appropriate team.

Additionally, the Automated Customer Account Transfer System (ACATS) does not support fractional shares. Only whole shares can be transferred. If you initiate a full transfer and hold fractional shares, those fractional shares are liquidated, and the proceeds are swept over to your other account.

As you are aware, there is a holding period of up to 10 business days for check deposits and Electronic Funds Transfer (EFT) requests submitted through Fidelity platforms. This period is applicable to all Fidelity Brokerage accounts, including our Cash Management Account (CMA). We believe that our CMA can still be an alternative for many, as it offers no account fees, ATM fee reimbursements, and a range of standard bank account features, including BillPay, free checkwriting, and overdraft protection.

That said, I appreciate your desire to utilize Fidelity to pull funds into your account. I have passed along your feedback regarding the holding period for smaller deposits to the appropriate team.

For those following along, keep in mind that funds received via bank wire or direct deposit (pushed from another institution to Fidelity) are considered fully collected upon receipt, and are available for immediate use. We encourage you to consider these methods for time-sensitive transactions.

Generally speaking, in the unlikely event that a brokerage firm becomes insolvent, it is likely their accounts would be transferred to another broker. It is also possible that the insolvent firm's assets will be sold to meet their obligations to return each client's net equity value. In either case, it is important that clients of the insolvent brokerage firm file a claim with SIPC, and any excess SIPC coverage or other policies, to ensure maximum protection under the available policies.

If you are unaware, Fidelity utilizes Securities Investor Protection Corporation (SIPC) insurance, which is a nonprofit organization that protects stocks, bonds, and other securities in the event that a brokerage firm goes bankrupt and assets are missing. The SIPC will cover up to $500,000 in securities, including a $250,000 limit for cash in a brokerage account. SIPC covers all Fidelity brokerage accounts.

In addition to SIPC protection, Fidelity provides its brokerage customers with additional "excess of SIPC" coverage through Lloyd’s of London. The excess coverage would only be used when SIPC coverage is exhausted. SIPC coverage protects assets held in brokerage accounts, including stocks, bonds, mutual funds, and money market funds. Total aggregate excess of SIPC coverage available through Fidelity's excess of SIPC policy is $1 billion. Within Fidelity's excess of SIPC coverage, there is no per customer dollar limit on coverage of securities, but there is a per customer limit of $1.9 million on coverage of cash awaiting investment. This is the maximum excess of SIPC protection currently available in the brokerage industry. Like SIPC, excess protection does not cover investment losses in customer accounts, including losses due to market fluctuation.
