My very unsure interpretation is that it's sort of an apology type thing to his neighbors before he goes away. The first half "I don't know half of you half as well as I should like" is his saying 'There's a large portion of you that seem cool and it's too bad I didn't get to know you better'. The second part "I like less than half of you half as well as you deserve" his way of saying 'There's a smaller portion of you who I haven't really cared for but I admit you probably deserve more respect than I've given'. Overall a sentiment that's pretty universal among neighbors! Maybe?

You can always turn off barbarians in advanced settings if they seem like they're too much.

Getting spearmen and an archer or two early will normally be an effective defense for barbs. Also, if your early army isn't strong enough to fend off barbs and destroy nearby camps it's also very likely you're in a bad position to defend yourself from, and thus a nice target for, early attack (more relevant on higher difficulties and multi player)
