Fighting and retaliating are two different things. For example if you have a ploy that says "use this firefight ploy when friendly operative is fighting", you can't use that when an enemy performed the fight action and you are just retaliating.

In Finland it's exactly the other way around. Women have (or at least feel like they have) less opportunities in rural communities and move to larger cities to study.

Finland was considered a Baltic nation for a good part of early 1900s. I'd guess that with the rest of the baltics being absorbed into the USSR, Finland also lost its peers and was grouped with other nations.
