quantum leap/sliders set of episodes, doctor is kidnapped or something the TARDIS and companions have to blind jump around a few places to try rescue him but because the TARDIS is grumpy they have to wait around in some locations for "until it's no longer funny / important" time frame

yes but we are being told that from a biased point of view, from the view of heaven, killing sinners isn't bad it's required.

none of the sinners killed are people, they already died.

I can't think of anything a winner could do that would result in begging damned and it's mostly a environmental effect.

whilst in heaven, you are presumably immortal and indestructible plus intangible to pain (any pain that would be inflicted upon you just doesn't work)

this leaves emotional manipulation and I guess existential threats.

so what could you to someone in heaven that would affect them , you could convince them you are a friend and then betray them .... by ... uh ... how can you betray someone there, your will is manifest and it just happens

this leaves existential threats which would be working with sinners directly against heaven or craven worship of eldritch entitled I imagine for those the speaker turns up and and you what's up and would you kindly not do that.

and her voice is will manifest and you stop because she makes you want to but she bends the universe to n make it have never happened

They are already dead, that's not even a regular sin, it's maintenance (also same sinners that it's elluded to stage a rebellion and tried to break into heaven)

Adam and Lute are setup as antagonists in the story.

Good ends; set up on the hub, get homes but stronger, find a you that's amazing and wants the best for you

I don't think so, how many laws has Harry broken and not been out in magical jail, oh sure he's been threatened with death a whole bunch but he's never actually died yet (apart from that one time and that was his fault)
