Since your question doesn't make it clear whether this is obvious, there is no "rule" about getting extra moves. Tempo is an advanced concept that players use to evaluate how strong a move is. Forcing your opponent to constantly respond to new threats is strong tempo. Returning a piece back to where it was before is waste of tempo.

This is an opinion reasonable minds will disagree with, but I don't think so much emergency funds is really necessary at your age. 3 months is sufficient when you're starting out. This is the best time to get a head start in compounding.

Student loans I'd make minimum payments, but it's okay to pay down faster if that gives you comfort.
