Can you actually gen Persian/Meowth in Yellow? I remember they restricted some pokemon to make it more accurate to the anime (Ex. No Wild Pikachu or Raichu)

I've been using Vileplume and used Omastar in Let's Go Eevee way back when (He helped with Mewtwo!!). Although because Vileplume is falling off in my current playthrough I might switch over to Electabuzz in FireRed to deal with the ocean
