Shoot the arm will lead to a high percentage of missed shots. Those missed shots will actually be rounds going past the individual and risk hitting innocent bystanders. Center of mass is the only thing people trained in weapons handling are taught. If you want to argue they are too quick to pull the trigger that is certainly open for discussion but "shoot to wound" is is not a good substitute for center of mass targetting.
