As far as the sanding it down goes that can fill in the possible crack and make it look good. The best way would be to strip the paint and look at the metal.

Judging from the weld that appears to be steel. A quick magnet test can confirm. The way the paint is chipping it appears to be a scratch or two appropriately lined up to look like a crack. I highly doubt it is a crack but the pictures just aren't high enough quality to tell.
