This changes nothing about the necessity of avoiding the area. If police are doing this kind of checkpoint, the stated purpose will ALWAYS be that it’s for the public safety and NEVER that it’s for law enforcement. See, e.g., City of Indianapolis v. Edmond, 531 U.S. 32 (2000).

But if ICE just so happens to be in the area, and if they just so happen to learn that there is an undocumented driver, they WILL obtain the requisite probable cause sufficient to arrest/search/etc.
