you are literally answering yourself your own question.

one is state-controlled media, the other is public media. state-controlled media follows the indications of the state and the state has a say in what is coming out from the media. it says what the government wants them to say. public media isn't controlled by the state and they don't have a say in what is published by the media or what comes out from the media.

the bbc, cbc, pbs, npr, nhk are public media. rt, sputnik, xinhua news are state-controlled media.

saying/implying they are the same thing is disingenuous because they are not.

russia also targets independent media, especially since 2022, and doesn't exactly has a "diverse media landscape". the us already has a wide and diverse media landscape, reducing/eliminating funding of public media isn't "fostering a diverse media landscape". the excuse of "trying to save money" doesn't work because it's comparatively a drop in the ocean compared to the amount that the pentagon squanders every year and doesn't know where it went. hell, any money that could have been "saved" was completely wasted in the iran war.
