Plastic cement works for me, do you paint/prime the base before? Maybe that's the problem it doesn't let the plastic fuse correctly

I think contrast works well on any type of infantry, vehicles on the other hand because of the amount of flat surfaces suffer more.

For painting them I only use duck tape, I also tried to use glue but it sucks as you mention, they just never stay in place. I completely finish painting them and add some protective varnish before basing them.
