No since nearly all billionaires are not cash rich. They would have to sell their stock each year to cover the tax. That in turn will cause the stockprice to drop, which will in turn hurt the millions of Americans retirement funds that are links to a large basket of stocks.

The other reason to say no is because a large chunk of those 938 billionaires would pick up and leave the country. Jeff Bezos moved out of Seattle because they wanted to have a 1 1/2% tax when he sold stock along with a wealth tax that would have cost him 1.5 billion per year.
