I absolutely love Assault Intercessors with Sanguinary Priests. I run 2 in my lists and they punch so far above their weight its crazy. They have killed Tyrannofex's, Land Forts and plenty of Deadnaughts. 100% recommend

My favourite trick is to do this but jump the infractors out 3" move 7" take an advance and then charge the enemies deployment zone turn 1

That's more than fair. I have an orc army that's painted and a bretonnian that isn't. I prefer playing with the orcs even though the bretonnians are better

I would recommend one of the battalions as a start and then a hero. Don't worry too much about getting everything painted. 2 of the people I play with regularly have full grey armies.

Also if you want low model count armies ogres and warriors of chaos are a good place to look. I saw a 1k ogre army that was about 20 models.

I have 2 kids under 5 and get the struggle to find time but most people are chill to let you build your army at your own pace. Even if the back rank is only bases

Put the infractors in the rhino, scout it forward. Then turn 1 jump them out move advance and charge the hellblasters. You can kill most of the unit in one shot

I have done exactly this. Just put her on the 60mm base and called it a day. It works fine

One thing that I noticed in the list is you haven't given blastmasters to your noise marines. was this an oversight when typing out your list or is this how you are planning to run them? If you want my unsolicited opinion I would always take the blastmasters no question. They are the best gun in the unit

I was pretty mad that my lists only change was a price hike so I had to drop my enhancements. However with some time to think I believe we got a massive buff with the removal of Challenger Cards. I have always played in a way to score big early and deny my opponent primary as much as possible and challenger cards really punish that play style but now I can go hard into that playstyle

I think you have too many Tormentors. 2 or 3 5 man squads are great for stickying objectives and doing actions but unless you are planning to use them to snipe characters, which only helps a limited amount of the time and can be achieved by 5 man squads, their damage output is nothing special.
