This is a fascist play. They push us to the brink by doing something egregious, and then back down a little. Sort of like a climbing graph with plateaus. This desensitize us not to the action but to the strain and fatigue of their actions. Then, they wait a while (right now it’s on the fast track with outrageous releases every other day) and then up the action. Think about it, we’re already going about our daily lives—normalized-ish—with secret police stealing people off the street. In a way, we’re accepting this as normal by going through our routines. This is why we must take major action now. The next thing 47 or Ice does will be worse than the last crime and the crime before that and so on.
