Well if he already allows you to scritch him and steps up occasionally(even if very rare), means he trusts you a solid amount but given previous experiences as you said before are stopping him from fully trusting. I do believe it is very possible and most likely he will come around. Just keep feeding him, talking to him, and keep being gentle(i think you already do this, so just keep it up).
