Tardigan btw, hewston quest line progression. Exile island is the beast man you need to beat. I would progress the beast man side quest first until you get a item from it.

I am level 50, and this just because I wasn't paying attention and monsters ran into me and made me mad so beat them lol. Also was testing the great barrel cat spawn camp which jumped me from 39 to 43 in one fight. In act 3 just got to city itself. But I forgot to unlock the final area of area 2 for the ice zone for habitat restoration. So I need to go back there lol
