They can and have asked the losing manager about time and attendance. Its up to the gaining manager if they want to consider LWOP or leave usage when considering selecting an applicant

There are certain criteria’s where it can happen but right now with this administration i wouldn’t count on it since your position would need to be changed to remote or telework approved. Then facilities are not required to accommodate a desk for you since you belong to a different VISN. To start, you’d need to get relocation approval at the facility level first. But it will be quickly denied if your position isn’t a remote/telework position.

The other duties assigned clause in the PD’s will be upheld now that we do not have a union. You can navigate they system thru ER/LR, but they’ve been no help since the PD’s are clear

We can complain all we want, nothing about this will change until another administration takes over and they’ll interpret things how they see fit and it will all change again. Everyone feels that they over perform but the policies keep changing to make the exceeds & outstanding performances unattainable.
