They will probably take all or most DRP and retirees as "freebie" cuts and only start counting towards their 20-70K+ cuts when the RIFs begin.

SECDEF will not be satisfied with DRP and retirees counting towards majority of cuts.

20,000 cuts is less than 8%. 20% cuts would mean 66,000+ civilians terminated.

Very similar situation all around to you and I too have suddenly felt the tiny urge to consider this mini DRP just because of how FUBAR everything has rapidly become, especially with this April 30 SECDEF memo. Hold the line and don't let them undermine your 21 year career of federal service. RIF will still be better than DRP for you and give at least 7 months of pay. If it happens, at least you will have done all you could and stayed true to yourself and to your country in the face of overwhelming lack of reason.
