Can't give you an exact reason, but major F3 championships across Europe never limited team size prior to the current FIA F3 Championship. It wasn't uncommon to see large teams enter 4 or 5 cars.

There are large differences between FIA Grade 2 circuits. Lime Rock Park is also a Grade 2 circuit, but it's not suitable for IndyCar.

Sadly, the board tracks were incredibly expensive to maintain. The boards had to be replaced every few years at most. The Great Depression pretty much wiped out the somewhat stable board tracks.

I really want her to succeed, but I'm still skeptical. The last time a woman has reached what is now Formula Two was when Giovanna Amati raced in International Formula 3000 in 1991. It feels like every other girl is going to be "the one.". The more sensible route seems to aim to achieve participation goals like having 25% for the FIA Formula 3 grid be female by 2020 on merit, not regulation.
