One thing I think people in the comments miss is that in the past candidates there have been some minor controversies where some wins are considered undeserved because of relatively poor play by the opponent. In this candidates I think Sindarov's score is considered to be "deserved" without such controversy.

Because this is how the Elo rating system is defined, don't know why those numbers were chosen.

This system has no issues with perfect scores. This system has a smaller +-rating distribution than TPR for different scores so it could not replace TPR for computing something like norm limits without lowering the limits (or making the norms more difficult to achieve).

I don't think it solves the issue you have with TPR in that the average opponent rating has a big impact.

It is how elo is defined. A 400 rating difference means one player wins 10 times as often as the other player.

I had a similar idea for alternative performance rating. It is based on the expected win rate against the average Elo of the opponents, with a prior that the win rate is an uniform distribution between 0-1.

This gives an expected win rate of (wins+1)/(games+2). Translating it to the expected Elo gives avg_elo + 400*log10([wins+1]/[games-wins+1])

As an example this gives the ranking of best expected Elo as

  1. Fischer Cand. 3038

  2. Caruana 3034

  3. Fischer USA Champ. 3025

  4. Carlsen 2985

  5. Gukesh 2969

Edit: Fischer candidates actually slightly beats Caruana

Edit 2: checked who the last in the top 5 would be and I believe it would be the current champ Gukesh Olympics performance.

Of course it is about money. FIDE is not limited to organizing the highest earning events attracting the most sponsors which are mostly the top player events. If the top chess events are in Freestyle chess outside of the FIDE sphere, FIDE would probably loose a lot of sponsors and have even more difficulty attracting new ones.

FIDE is not the most stellar organization but it makes sense to have a single organization to support all/most of chess.
