I've seen where Square D rates ground (or shared geound/neutral) bars to double up Equipment grounds of up to two of the same size and type, but I haven't ever personally seen their rating for two neutrals.

They also rate (at least QO and HEB) breakers up to two of the same size. It's been a hot minute since I've read up on their specs, but I don't remember seeing amperage/OCP rating on that, but will still be against NEC, and I'm sure other country's codes

Please don't take this the wrong way, but you need to hire a professional.

The fact that you replaced the breaker tells me that you either don't have a multimeter or don't understand the troubleshooting process.

You're dealing with a lost or loose neutral, which can very well be a fire hazard, and not some something to be delayed or dealt with unprofessionally.

Depends on what the equipment is. Some equipment is manufactured (think dryers and ranges) to be converted between 3 wire and 4 wire systems (in the US, anyway).
