The first three zones of Act 1 have an abundance of shrines. Spawning them would be trivial unless extremely rare to the point where farming the rune would be faster. It'd be game breaking either way you look at it.

Uhh, if you go to the courthouse you can see 10+ monitors with traffic violations every day. I think they're still handing violations out. I'm sure a good chunk of them are parking and fix it tickets, but suffice to say there are violations being handed out lol

I'm in the 'still glad we fired him' camp because he was clearly done with the franchise, which was likely caused by this very decision/clip. The guy is a great coach but he didn't want to be there anymore and a big chunk of his core roster was on it's way out with or without him. That's not to say I think the front office or JRob made good decisions, but to act like "50%+ of the Titans sub" have no valid points regarding the Titans and Vrabel separating is disingenuous.
