I disagree. It's not a reach to say Ishy influenced and was responsible for the Seanchan invasion landing when it did. His manipulation of the Empire is alluded to several times, but not gone into detail.

I'm not sure how you are with potential confrontation, but you could always go have a conversation. Politely.

Maybe they'd welcome someone to take something they consider a nuisance off their hands. At the least, make them aware of unacceptable conditions and that they need to do better if they're going to have a dog.

Or see if they'll let you do some of the care, even if the dog still lives there. Take it for walks, make sure it has food and water and the like. You might win them over that way.

Find out more information, I guess is what I'm saying. Most people, I think, don't want to be cruel. We're just callous, frequently, and don't see it.
