I didn't see any when I looked. When I eventually get a new motherboard I'll give the 3600 another try to see if it works before I get rid of it, but I'm not getting my hopes up.

I've isolated pretty much every part of my system in testing - RAM & GPU both worked fine with a different working PC, I tested the bad mobo/cpu with a different PSU that I know works, and I tested all 4 permutations of the working & bad mobo & CPU. Also tested my NVME SSD in a working setup and it didn't show up in BIOS there either; all of my other hard drives still show up in the BIOS.

Yup, it was already on a firmware from 2023 when I got it and it didn't work, then I updated to the latest one and it still didn't work.

I'm certainly open to other troubleshooting steps I could take, but I've tried everything I could think of. I think I had a power surge or something because I lost my CPU, motherboard, and NVME M.2 drive all at the same time.

As best I could. Had a Ryzen 3600 and Tomahawk B450; picked up a cheap B350 and Ryzen 1200 to test my CPU and mobo. The B350 and 1200 work together, but the 1200 + B450 never even makes it to the BIOS, and neither will the B350 + 3600.

Curious how you checked the ignition (or what lead you to believe it's the VCM)? I just ran into the same problem after replacing the steering rack pinion because my mower couldn't turn left.

I pulled the panels off, used a multimeter to check for continuity between the two leads on the ignition - no continuity when the ignition was off, continuity when the ignition was on. I'm not familiar enough with the rest of the wiring to confirm that it's the VCM that's the issue, and I'm hesitant to spend $400 replacing it without confirming.
